FEC Endorses System to Coordinate Support for At-Risk Households

Dr. Bernard M. Doro, Minister of Humanitarian Affairs and Poverty Reduction

The Federal Executive Council (FEC) has approved the One Humanitarian One Poverty Response System (OHOPRS), a national framework designed to coordinate humanitarian assistance, social protection and poverty-reduction efforts in Nigeria.

The Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard M. Doro, presented the memorandum to the Council. OHOPRS is a key pillar of President Bola Ahmed Tinubu’s Renewed Hope Agenda and the framework through which the Federal Government aims to lift millions of Nigerians out of poverty.

For years, support programmes for vulnerable Nigerians have operated separately across government agencies, development partners and humanitarian organisations. This has contributed to duplicated efforts, gaps in coverage and cases where families receive emergency assistance without a clear pathway to recovery.

OHOPRS is designed not as another programme, but as a system-wide change. The data-driven framework places households at the centre of planning, service delivery and measurement. For example, a family displaced by conflict could receive food, shelter and healthcare while also being connected to social protection, education, skills training and livelihood support. The aim is to make emergency relief the first step towards greater self-reliance.

“For too long, humanitarian assistance, social protection and poverty reduction have operated as separate interventions. OHOPRS brings them together, so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence,” Minister said.

Dr. Doro said FEC’s approval moves OHOPRS from a nationally adopted framework into the Federal Government’s formal architecture. He added that the reform’s success would be measured by how well interventions work together to improve Nigerians’ lives, rather than by the number of programmes delivered.

OHOPRS was developed with technical input from development partners and other stakeholders at a workshop held at the UN House in Abuja in March 2026. The framework was unveiled on 26 August 2026 by First Lady Senator Oluremi Tinubu and the Minister at the Banquet Hall of the State House in Abuja.

Following FEC’s approval, the Ministry will work with government institutions, subnational authorities, development partners and other stakeholders to put the framework into practice.
